To support compliance; tender RFXs can be set up with our Conflict of Interest workflow. This functionality can be enabled by selecting Evaluator conflict of interest declaration required checkbox within the Manage RFX Tender screen under Evaluation Deadline.
To enable this by default, you can do this by navigating to Sourcing > Settings > Other Settings and ticking Enable Evaluator Conflict of Interest Declaration Required By Default.

Evaluator
If you are selected as an evaluator, you will be prompted to select Check for Conflict of Interest before you may begin evaluation for a tender RFX in Supplier Management > Evaluate & Review
When you select Check for Conflict of Interest, a window will appear where you may individually declare either No Conflict or Conflict against all bid submissions. If selecting Conflict, you will be prompted to provide your conflict details.
Once this has been completed, you must tick the "I have read and understood the evaluator declaration" checkbox. You must provide all conflict details for all suppliers you have a conflict with to submit your declaration.
Once you have made your declaration, if you have declared no conflict you are free to evaluate supplier responses without authorisation. If you have declared conflict for at least one supplier, all supplier responses will be temporarily locked during this time and will present you with a message displaying "Awaiting Manager decision on Conflict of Interest" under each response.
Moderation
Moderators who have been selected against the requirement can review conflicts of interest via Supplier Management > Conflicts of Interest.
Moderators cannot review their own conflict of interest.The information displayed on this screen details the:
- Evaluator
- Supplier
- Tender questionnaire
- Date and time in which the declaration was made
- Page number (in the lower right hand corner)
To review and action a conflict, click the View button on the right-hand side of the conflict. You will then be presented with the full details of the declaration which include the information listed above, the conflict details provided by the evaluator, and an action to resolve the conflict.
Resolving Conflicts
Conflicts will need to be resolved to enable evaluators with declared conflicts to begin evaluation or be excluded from evaluating. There are 3 options to action conflicts:
- Allow - Allows the evaluator to continue evaluating supplier submissions despite a declared conflict of interest.
- Restrict - Restricts the evaluator from evaluating the supplier's submission. All other submissions will remain accessible.
- Remove - Removes the evaluator so they will not be able to access or evaluate any supplier submissions for this questionnaire.
If you select Allow and Restrict, the workflow will continue for the evaluator through supplier selection for evaluation.
If you wish to use this functionality, Administrators should contact the Support Team (support@panacea-software.com) with the "Evaluators Declaration" document you wish evaluators to download and declare against. Please note this is site-wide.
