New Procurement Act 23: Notices

Important: All Buyers that wish to publish Notices on CDP/ act as a buying authority for obtaining Supplier Information will need to register with the Central Digital Platform (CDP) in order to generate a Buyer API Key. This must then be added to your Panacea Portal in order to publish notices in line with the New Procurement Act 2023.


For any Requirements created BEFORE providing your Buyer API Token, you will need to go into your Requirement > Click Edit> Head to the Buyer API token tab and select your Buyer API token. This will allow you to select the new Notices to create. Any Requirements created AFTER providing your Buyer API token will automatically be associated with your Buyer API Token.

This article is for specific guidance on the Notices required as part of the New Procurement Act 2023, which will come into affect for new procurements on 24th February 2025. These notices will be published to the Central Digital Platform (CDP) in compliance with the new regime.

  • UK2 Preliminary Market Engagement notice
  • UK3 Planned Procurement notice
  • UK4 Tender notice
  • UK5 Transparency notice
  • UK6 Contract Award notice
  • UK7 Contract Details notice
  • UK8 Contract Payment notice*
  • UK9 Contract Performance notice*
  • UK10 Contract Change notice
  • UK11 Contract Termination notice
  • UK12 Procurement Termination notice
  • UK13 Dynamic Market Intention notice 
  • UK14 Dynamic Market Establishment notice
  • UK15 Dynamic Market Modification notice
  • UK16 Dynamic Market Cessation notice
  • UK17 Payment Compliance Notice*

*These Notices will not be available on 24th February 2025 as CCS plans for these notices to be in effect until Summer 2026. This is subject to CCS timings.

The UK1 Pipeline Notice will become a legislative requirement from April 25. CCS will be providing technical documentation for this notice in late January 2025. We will confirm when this is ready on the LIVE site accordingly.



Creating a New Notice:

  • Firstly, ensure that you have set a Long Description on your Requirement. This will be pulled through into your Notices, and you cannot create a Notice without this set.
    • To do so, go to the Description tab in your Requirement.
    • Enter a detailed description of the contract, including relevant information about how suppliers can apply and any additional information they may need to know.
    • Click ‘Save’.
  • Secondly, ensure that your Site Administrators have pre-populated your Contracting Authority Details (to avoid you having to manually type these into each of your Notices)

    • Site Administrators should head to Sourcing > Settings > Contracting Authority Details

    • It is very important that the Identifier filled out here (or in the Notices) match the Identifier held on CDP. This is a requirement for publishing Notices.

      • On the TEST site please use the Panacea Test Details for the identifier to ensure that you can accurately test and preview Notices in the TEST environment. This is because the Identifier must match details held on the TEST CDP platform.

  • Within your Requirement, go to the Notices tab
  • Click +Add Notice in the upper right-hand corner to add a new Notice
  • You will then be asked to select what type of Notice you are creating.
  •  You will work through the form, providing the necessary details. 
  • Press Save at any point to save a draft of your notice.

  • You can click on the Preview button, to view the draft, before publishing. 
  • When you’ve completed all relevant sections, press Publish Notice.

    • This will publish the notice to the Central Digital Platform (CDP).

  • If you want to return to the Requirement, click the back to Requirement button. 


Viewing a Notice:

  • Within the "Notices" tab of the Requirement, you will be able to see all your Notices (including published and drafted).
  • Open up the relevant Notice and click Notice Link to take you to the Notice published on CDP.


Editing a Published Notice:

  • Open up the relevant Published Notice you wish to edit, and click Edit Notice (Corrections)
    • The published notice will not change until you publish the edited version
  • Make the corrections as needed
  • Republish the Notice when corrections are made and all mandatory information is provided.
  • When published:
    • New version will replace the old version in search results
    • Previous versions of the notice will still remain available for reference (they are not deleted on CDP)
    • The new version will have a different web address
