Commonly Asked Questions for PA23 Notices

  1. Will I need to publish notices onto Contracts Finder?
    • For any Procurements that have commenced before 24th February 2025 will still require the necessary notices to be published onto Contracts Finder.
    • For any Procurements that commence from the 24th February 2025, will not be publishing notices onto Contracts Finder. As part of the Procurement Act 2023, Contracts Finder (Below Threshold) and Find a Tender (Above Threshold) have been merged into a new enhanced Find a Tender Service on the Central Digital Platform. 
      • Therefore, you will not be creating notices onto Contracts Finder. Instead you will be selecting the relevant PA23 Notice.
  2. Where do I publish Below Threshold Notices?
    • Below Threshold notices are part of the new PA23 Notices that are published on FTS (CDP). In the relevant Notice, you will be asked to confirm if this if for Above Threshold or Below Threshold procurement. The questions in the form will then reflect based on the option selected.
    • Not all of the new PA23 Notices are mandatory for Below Threshold. Please see here as a guide for which notices are needed for Below Threshold. This information is provided by Cabinet Office - we have links to the official guidance from Cabinet Office for you to refer to.
    • If you do wish to publish external Below Threshold notices (i.e. on the Public Site) you must first create the PA23 Notice on FTS.
  3. Why are the new PA23 Notices greyed out / not clickable?
    • You must ensure you have added your Buyer API token to your Panacea portal. Please see here for more information  
    • If you have added your Buyer API token, but the notices are still greyed out:
      • Any Requirements that were created BEFORE the Buyer API token was added, need to be linked with the token. This can be done by going to the Requirement, clicking Edit > Heading to the Buyer API token tab and selecting the token. Then click Save.
      • Ensure that you have provided a Description in your Requirement.
  4. Can I prepopulate my notice with my Contracting Authority details?
    • Yes, the standard Contracting Authority Details required on PA23 Notices can be prepopulated. This can be done under Sourcing > Settings > Contracting Authority Details. Please see here for more information.
  5. Why can I not preview my PA23 Notice?
    • The preview functionality will only work if all required fields have been populated and the notice has passed validation from CDP. The preview functionality is controlled by CDP API, and so will not let you preview unless the notice has been fully completed and passed all validation. Any validation errors will need to be corrected before you can preview.
  6. Why can I not create/publish a UK8, UK9, UK17 notice? 
    • For Go-Live of 24th February UK8, UK9 and UK17 notices are not available. This is due to the requirements and timetable of Cabinet Office.
    • UK8, UK9 and UK17 Notices will not come into effect until 2026. We are awaiting the official timetable and instructions from the Cabinet Office on these notices.
    • Only the below Notices will be available from the 24th February 2025:
      • UK1 Pipeline notice
      • UK2 Preliminary market engagement notice
      • UK3 Planned procurement notice
      • UK4 Tender notice
      • UK5 Transparency notice
      • UK6 Contract award notice
      • UK7 Contract details notice
      • UK10 Contract change notice
      • UK11 Contract termination notice
      • UK12 Procurement termination notice
      • UK13 Dynamic Market Intention notice
      • UK14 Dynamic Market Establishment notice
      • UK15 Dynamic Market Modification notice
      • UK16 Dynamic Market Cessation notice
  7. Validation Error - Code R098 
    1. This error is occurring because the Organisation Identifier (type and ID) does not match what is held on CDP. This could be for:
      1. Contracting Authorities - whereby the "Identification Register" and "Identifier" MUST match what is held on CDP for that buying authority. CDP will not validate and publish the Notice if this does not match.
      2. Suppliers - whereby the "Identification Register" and "Identifier" MUST match what is held on CDP for that Supplier. CDP will not validate and publish the Notice if this does not match.
        1. Suppliers can input this information in their Companies Details > Sourcing Details once they have registered on CDP to ensure this is available for Contracting Authorities when the relevant Notices need to be published.
