Once you have created your Questionnaire (Research or Tender), you can then create a Notice to be published on Contracts Finder / Find a Tender (depending on your requirements and the stage of the Requirement).  You also have the ability to advertise these opportunities on your Public Contract Register. 


Creating a New Notice:

  • Firstly, ensure that you have set a Long Description on your Requirement. This will be pulled through into your Notices, and you cannot create a Notice without this set.
    • To do so, go to the Description tab in your Requirement.
    • Enter a detailed description of the contract, including relevant information about how suppliers can apply and any additional information they may need to know.
    • Click ‘Save’.
  • You also need to ensure you have set a Stageon your Requirement. Stages are linked to the type of Notices you can create. 
    • To do so, on your Requirement click the Stage button in the top right-hand corner.
    • Select the relevant Stage.
    • Please see the first column on the table below for which Stage you need to set for each Notice type.
  • Within your Requirement, go to the Notices tab
  • Click +Add Notice in the upper right-hand corner to add a new Notice
  • You will then be asked to select what type of Notice you are creating:

When creating your notice, click View other Notice details (from Requirement) in order to see what information is being brought into the Notice from the Requirement.


Contracts Finder Notices:


Please see below the information you will be asked to fill in according to the Stages set out above. 

  • Research Stage (Early Engagement)
  • Define Stage (Future Opportunity)
    • NB: When you have published a Future Opportunity you can choose to transition it to a Live Opportunity.   
  • Tender Stage (Live Opportunity):

  • Award Stage (Awarded Opportunity):

    • NB. Contracts Finder requires this Closing Date to be set to a date prior to the Contracts Start date, and not to a closing date for this notice
  • Information for All Notices
    • Will require contact information
    • Will require confirming you have read the information of use of redactions before adding any attachments or links to the notice (as this will be published on Contracts Finders site). 
    • You can add new documents to the notice, or attach documents that have been added to the Documents tab of the requirement. 
    • Links - this would be a good place to include the link to your Panacea site so interested users can be directed to the correct place.
    • Option to include additional text - this is a good place to include information about how to apply, etc.
    • When you are creating/editing a notice, you are able to click the 'Full Description' button to show the long description from the Requirement, as well as the main details from the Requirement.
  • When you are happy, scroll up to the top of the page and click Create New Draft.
  • The draft then enables you to access a draft notice link on contract finder so you are able to view the notice before publishing.
  • You can Validate the notice, to ensure it is valid for Contracts Finder.
  • You can click on the Preview button, to view the draft, before publishing. 
  • When you are ready, you can then click Publish to publish the Contract.
  • If you want to return from Contracts Finder back to the Requirement, click the Exit button.

Once a CF notice has been created/published:

  • You can see the status of the notice, e.g. whether its in Draft/Published/Withdrawn 
  • Click Notice link to take you to the notice on FTS
  • See how many times your notice on CF has been viewed (look for the 'eye' icon)
  • You can also edit your published notice or withdraw it. Please see here for more information. 


Find a Tender Notices:

The Find a Tender notice is populated with the following information from the Requirement Details:

  • CPV Codes (there is a search ability so these can be located via description/code) if only one has been selected
  • Postcode
  • Region(s)
  • Reference Number
  • Closing Date and Time of tender responses


There is also the option to link any previous notices published on the Requirement.

  • Research Stage (UK1 - Pipeline Notice)

  • Define Stage (F01 - Prior Information Notice)

  • Tender Stage (F02 - Opportunity)

  • Award Stage (F03 - Award)

  • Against any published FTS notices you can publish a F14 Corrigendum Notice

  • Press Save at any point to save a draft of your notice.

  • You can click on the Preview button, to view the draft, before publishing. 
  • You can input multiple awarded contracts for F03 within the preliminary questions of the notice.
  • When you’ve completed all relevant sections, press Publish Notice.

  • If you want to return from Find A Tender back to the Requirement, click the back to Requirement button. 


As it's required by law that if you publish a notice on Find a Tender, you have to publish on Contracts Finder, once you publish a notice on Find A Tender, you will receive a reminder prompt to create the equivalent notice on Contracts Finder, with a link to Contracts Finder.

Once a FTS notice has been created/published:

  • You can see the status of the notice, e.g. whether its in Draft/Published/Withdrawn (after publishing a Corrigendum Notice)
  • Click Notice link to take you to the notice on FTS
  • Click Create a contracts Finder Notice to create a notice to publish on CF
  • Find a Tender notices cannot be edited once published, a correction notice called a F14 Corrigendum Notice has to be completed
    • Within the relevant FTS notice, click Correction at the top of the screen

Public Notices:

Key users can publish notices regarding tender & research opportunities on their Public Notices portal. See here for more information. 


Custom Notices


You are also able to click on 'Link Custom Notice'.

  • This prompts you to enter the 'Public Notice URL' and 'Name of Publisher' and then press 'Save' 
  • This Notice, like others published will be found within the Notices tab of the Requirement, and when 'Ref# ' is clicked on, you are taken to the link in a new tab.
